80 For the State Board of Higher Educa– tion this was an austere , election-filled year. Quashed by the Oct. 15 tax refer– endum, the board found itself w ith little money or public sympathy. In a hostile milieu the board, first chaired by W il– liam Walsh , then Charles Holloway , fought another electoral battle May 15 for its $30 million building program. On the ballot were PSC's library, science , and PE bu ildings. Other expans ion plans , all unfunded , were approved by the boa rd for its seven colleges .
