Charles Byrne Chancellor-STATE BOARD of H IGHER EDUCATION Secretary of the State Boa rd of Higher Education for 18 yea rs, Dr. C. D. Byrne succeeded Dr. C . Packer who resign l~d hi s duties as Chancellor for the State. A graduate of the University of Wisconsin. with his doctorate fr om Stanford. Dr. Byrne joined the faculty of Oregon State in 1929 as head of the combined journali sm and news bureau department. He held a similiar position at South Da kota State College. Dr. Byrne was the fir st chancellor of the sys tem ever to come to Vanport.
