4 PAST TENSE Early Leadership at Portland State College fter Portland State Extension Center became a four-year degree-granting college in 1955, John F. Cramer was appointed by the Oregon State Board of Higher Education as Portland State’s first president. In developing the new college, Cramer oversaw the creation and administration of four academic divisions, complemented by a library with resources to enhance learning.
