6 The RAPS Sheet January 2020 SPECIAL EDUCATION PROGRAMS AT PORTLAND STATE During the summer of 1963 Prof. Keith Larson, a newly minted graduate of the University of Oregon, met with Dean Ray Wolf, of the School of Education. Larson presented the dean with a proposal to initiate a program for preparing elementary teachers to obtain licensure to work with students with special needs as well as to form the first-in-the-Northwest program for preparing teachers to work with students with visual impairment. Wolf approved. Larson submitted a large teacher preparation grant proposal to the Department of Education in 1964, and was successful in obtaining a fully funded multi-year federal grant to provide scholarships and stipends to 30-plus elementary education teachers per year. These students were expected to complete the program in one year, graduating with a master’s degree and an Oregon special education certificate. Following notification of receiving the grant, Larson hired Prof. Madge Leslie to lead the visual impairment program and Prof. Steve Brannan to lead the program for students with mental disabilities. Over the past 56 years the program has evolved into the Department of Special Education. Faculty members have received several million dollars in teacher preparation and research grants, and more than 2,000 teachers have been prepared to work with students with special needs. —Dave Krug Keith Larson RAPS GOES TO Portugal!
