III Administrative Restructuring Reorganization of the University's administrati ve structure began with the appointment of Frank Martino as Port– land State's first Provost, responsible for all academic programs, including teach– ing, curriculum , research and grants. Martino resigned his post as Dean of Science at the City College of New York to join PSU last summer. He sees the role of an urban university as intertwined with the needs of the society around it, help– ing to shape the cultural values of the future. Frank Martino, Provost. PSU 's Office of University Relations was reorganized into the Offi ce of Public Affairs and the Office of Development. In May, Judith E. Nichols left her position as Executive Director of Development at Wayne State University in Detroit to become Portland State's first Vice Presi– dent fo r Development, a vital role in the administration's structure for the 90 's. Nichols will direct the Uni versity's fund– raising activities, including annual giv– ing, athletic development, and corporate and fo undation relations-as well as the efforts of the PSU Foundation to meet President Sicuro's challenge to raise $10 million over the next fi ve years. Charles Stephens was named Director of the Office of Public Affairs, which includes News and Information Services, the Publications Office and University Events. Stephens, previously Director of Program Development for Extended Programs at Eastern Washington Univer– sity, also serves as the principal staff aide to President Sicuro. In April , President Sicuro recommitted Portl and State to assuring equal educa– tional and employment opportunity to all students, faculty and staff with the announcement of an eight-point affirma– tive action program. In July, Jacquelyn Y. Harrell left her positi on as Chief of Employee Relations fo r the Texas Depart– ment of Corrections to become PSU's new Affirmati ve Action Director. She will oversee implementation of President Sicuro's plan , which incl udes formation of a Minority Affairs Council and an Offi ce of Minority Student Affairs, appointment of a Black Studies Program Advisory Council , activation of a tuition– waiver program fo r under-represented minorities fromOregon high schools, raising scholarship funds for minorities preparing for faculty positions in higher education, and a charge to the University Advisory Board to maintain a broad perspective on and involvement in minority affairs. Throughout the University, 55 new faculty members came on board , filling vacancies created by retirements, promo– tions and departures. .facque~)'ll Harrell, Affirmative Action Director. New Academic Degrees and Certificates Portland State, in 1965 the fi rst state institution to offer a Certificate in Law Enfo rcement, now is the first to offer a Master of Science in Administration of justice. The new program is offered through the University's School of Urban and Public Affairs, and is expected to attract people already at work in the justice system.
