2 PORTLAND STATE UNIVERSITY Portland State University serves as a center of opportunity for more than 26,000 students and a cornerstone for more than 180,000 alumni worldwide. HISTORY Portland State University opened in 1946 as the Vanport Extension Center to meet the educational needs of veterans home from World War II. The first campus was a portion of Vanport, a wartime housing project that was destroyed in 1948 when a dike broke along the Columbia River. Three years later the campus moved to its present location along downtown Portland’s South Park Blocks, occupying the former Lincoln High School building. It was then known as the Day Division of the Portland State Extension Center. The Legislature created Portland State College as a four-year, degree-granting institution in 1955. Graduate work was

3 ACADEMIC COSTUME One of the most colorful features of the academic procession is the appearance of graduates, faculty, and guests of the University in full academic costume. The design of the gown, the color of the tassel on the cap, and the pattern, length, and colors of the hood all have long histories and special significance. American universities, unlike those of England and Europe, have adopted a standard code of academic costume. According to the code, the bachelor’s gown worn by Portland State University graduating seniors has straight sleeves and is worn closed. Gold, silver, and green cords are worn by honors graduates. The master’s gown has long, pointed sleeves with the forearm being seen through a slit at the elbow of the sleeves. The doctor’s gown is faced with velvet and has bell-shaped sleeves. Each sleeve carries three bars of velvet. The tassel on the cap indicates by color the college or school conferring the degree. In addition to the cap and gown, candidates for advanced degrees wear the academic hood, the traditional garment signifying high scholarly attainment. The doctoral hood carries the colors of the college or school conferring the degree on the outside and PSU’s colors of green and white on the inside. One legend, which deals with the origin of the cap and gown, reveals that a venerable teacher in ancient Greece promised wealthy parents that their sons would be “appropriately dressed” when presented at a banquet honoring the completion of their academic studies. However, when the young men entered the banquet hall dressed in simple sackcloth robes and carrying mortar boards, the mark of common workmen, a startled cry arose from the audience. “Let me explain,” said the teacher as he raised his hands for silence. “Your sons are dressed in clothing of the mason, for their destiny is to build. Some will build cities, some will build lives—perhaps one of them may even build an empire. But all will be builders on the solid foundation of knowledge.” Bachelor and . . . . . . . . . . . . . . 4 FACULTY AND STAFF EXCELLENCE AND ACHIEVEMENT AWARDS The PSU Faculty and Staff Excellence and Achievement Awards acknowledge individuals who have achieved outstanding scholarship and accomplishments at Portland State University, and are one example of how we honor, recognize and incentivize the ongoing excellence of PSU faculty and staff, both through scholarship and dedication to PSU students. BRANFORD PRICE MILLAR AWARD FOR FACULTY EXCELLENCE Phillip J. Cooper, Ph.D. PHILLIP J. COOPER is the Douglas & Candace Morgan Professor of Local Government in the Department of Public Administration in the Mark O. Hatfield School of Government. He is the author of numerous books and articles on public administration, public policy, administrative law, constitutional law, presidential powers, civil rights, law and public policy, the U.S. Supreme Court, and sustainable development. He is particularly well known at the national level and internationally as a leading expert on presidential powers such as the use and abuse of executive orders and presidential signing statements. He has also served as a consultant to the United Nations on sustainable development. He is active at the local government level in Oregon, leading the MPA program’s local government administration specialization. Professor Cooper is a Fellow of the National Academy of Public Administration. He was the first recipient of the Charles Levine Award given by the American Society for Public Administration and the National Association of Schools of Public Affairs and Administration for excellence in public affairs scholarship, teaching, and service. He received his Ph.D. from the Maxwell School of Citizenship and Public Affairs of Syracuse University and has taught at several universities with faculty appointments in Public Administration, Political Science, Public Policy, and Law. “Dr. Cooper’s scholarship and research acquires additional strength in its close connection to the courses he teaches” says Masami Nishishiba, Ph.D., PSU Chair and Professor of Public Administration. “It is impressive how Dr. Cooper incorporates his scholarly work into his courses and brings the academic rigor of his scholarship into the classroom. His published work informs his courses, and he incorporates student feedback from the courses into his publications. The mutual reinforcement of scholarship and teaching strengthens his publications as well as the course contents.” The Millar Award is given annually to a faculty member in a tenure-track or tenured appointment who has demonstrated excellence in the areas of scholarship, instruction, university service, and public service, and whose performance in the area of scholarship and research is judged to be exceptional.

5 GEORGE C. HOFFMANN AWARD Maude Hines, Ph.D. MAUDE HINES, PH.D. is an Associate Professor in the Department of English, and Affiliate Faculty in Black Studies and Women, Gender, and Sexuality Studies. Professor Hines’s research and teaching interests are in American literature, with particular focus on children’s literature and critical childhood studies, African American literature, and the Gothic. Professor Hines came to PSU after serving on the graduate faculty at the University of Florida, and has been on the PSU faculty for two decades. Professor Hines received her Ph.D. in Literature from Duke University, and a B.A. in English from the City College of New York. At PSU, Professor Hines has been active in shared governance, serving on many committees at the departmental, college, university, and state level, including two terms as the Presiding Officer of the Faculty Senate. She has been appointed by two governors to serve on PSU’s Board of Trustees. She is a recipient of two Ford Foundation fellowships and a Fulbright award (Germany). In addition to her traditional teaching, she has collaborated with colleagues on interdisciplinary and teamtaught courses, worked with community partners to provide community-based learning opportunities for students, and designed hybrid (in-person and online) curriculum. “Dr. Hines was an innovative and original teacher, bringing challenging questions, generative activities, and thoughtprovoking insights to her classroom” says former PSU student China Medel, Ph.D. “As my mentor for the McNair Scholars Program Maude provided me with weekly meetings, read countless drafts of my work, looked over conference papers, edited grad school applications, and counseled me on the process of applying, programs, and research. She is a consummate mentor and scholar and provides a level of dedication to her students that is, frankly, rare.” The Hoffmann Award is given annually to a faculty member in recognition of distinguished contributions to the University in the areas of instruction, university service, and scholarship which are done in the spirit of humanism, civility, and collegiality, with particular dedication to students and loyalty to the University. These values were especially cherished by the late George C. Hoffmann, a distinguished dean and professor of history at Portland State University.

6 KENNETH W. AND ELSIE W. BUTLER AWARD FOR LIBRARY FACULTY SERVICE Elizabeth Pickard, M.S.I. ELIZABETH PICKARD is the Science and Social Sciences Librarian at the Portland State University Library. Professor Pickard has been on the faculty since 2015 and has served as liaison to numerous departments, including Anthropology, Biology, Environmental Sciences and Management, Geography, Geology, Sustainability, and Systems Science. Professor Pickard holds a Master of Science in Information from the University of Michigan and a Bachelor of Arts in anthropology from the University of Chicago. Her work explores the intersection of student research practices with curriculum, pedagogy, and services, and how these intersections shape what students learn. Her current research uses ethnographic methods to compare the effectiveness of different modes of information literacy instruction in asynchronous online-only courses. Professor Pickard received a Library Services and Technology Act grant from the Institute of Museum and Library Services for her work with five Illinois universities on the Ethnographic Research in Illinois Academic Libraries project as well as a Portland State University Faculty Development Grant for her research on geography majors’ research practices. “As Portland State and other colleges and universities shift more classes to the online-only environment, librarians have faced the challenge of providing students in an online, asynchronous class with information literacy instruction equivalent to an in-person library instruction session.” says Associate Professor Joan Petit, Humanities and Social Sciences Librarian. “Professor Pickard experimented with different modes of delivering information literacy instruction…but went further, conducting a research study…to determine if different modes of instruction led to different outcomes. Few librarians take on such ambitious, longitudinal research projects, and to do so is an enormous service to librarians, faculty, and students. This research project is in addition to the excellence Professor Pickard brings to her everyday work, assisting students and faculty with research questions, teaching library instruction sessions, selecting materials for the library, and contributing to committees and working groups in the library and well beyond.” Professor Emeritus Kenneth W. Butler and his wife, Elsie W. Butler, endowed the award to annually recognize outstanding performance by a faculty member of the Branford. P. Millar Library. The award recognizes their excellence in service to students, faculty, and other library patrons.

7 MARY H. CUMPSTON AWARD FOR SERVICE TO STUDENTS Mary Vance, M.A. MARY VANCE is a career counselor in the University Career Center and manages the Sustainability Internship Program for the Institute for Sustainable Solutions. She specializes in helping students find careers and internships in sustainabilityrelated fields. She has devoted her life’s work to education: first as a high school teacher in Grenada through the Peace Corps, then as an ESL instructor for recent refugees and immigrants in New York City, and now in her role in Advising and Career Services where she has been helping students navigate their current and future career aspirations since she was hired by Mary Cumpston 20 plus years ago. Mary holds master’s degrees in Counseling from the University of Maryland, College Park and Teaching English to Speakers of Other Languages from Teachers College, Columbia University, and a Bachelor of Arts in Spanish from University of Colorado, Boulder. In her time at Portland State, Mary has developed experiential learning opportunities for students, including the creation of the Sustainability Internship Program. Other contributions to PSU include co-founding the Sustainability Mentor Program and the STAR grant program and serving on Faculty Senate and Academic Advising Council. She is a recipient of the Esther Mathews Award for lifetime achievement in career development and the Enrollment Management & Student Affairs Service Award. “Like Mary Cumpston, Mary Vance has the ability to take an idea and bring it to fruition for the benefit of students” says colleague Louise Paradis, PSU Career Counselor. “Mary is a passionate advocate for PSU students and alums. She is gifted at seeking out collaborations and partnerships internal and external to the university. Mary dreams big and uses her creativity and sheer force of will to make things happen. And, like Mary Cumpston, Mary is beloved by students, alumni, faculty, staff, and community members.” The Mary H. Cumpston Award for Service to Students is given annually to an academic professional or university administrator, without academic rank, who has demonstrated excellence in the area of service to students. Mary H. Cumpston was a beloved colleague who truly embodied the meaning of excellence in service to students at Portland State University.

8 PSU FOUNDATION PHILANTHROPIC CULTIVATION AWARD Mario Díaz, M.M. MARIO DÍAZ is an Adjunct Instructor in the College of the Arts, Artist Associate at Willamette University, Director of the PSU Guitar Series, and head of the guitar program at Young Musicians & Artists. He is a guitarist, vocalist, audio engineer, composer and educator whose musical activities have taken him across the United States and South America. Instructor Diaz holds a bachelor’s degree from Portland State University (2006) and a Master of Music in Performance from San Francisco Conservatory of Music (2013), where he studied with composer/guitarist Sergio Assad. In addition to teaching an eclectic mix of classes he most recently won a Regional Arts and Culture Council project grant (Spring 2019) for commissioning new duo works. During fall 2019, Instructor Diaz was a featured composer in the Homecomings concert (Third Angle New Music) for his newly commissioned chamber work "Peace Offering." Instructor Diaz has been a tireless advocate for PSU’s music program, and specifically the guitar area, bringing extensive community attention and patron support to the University. He goes beyond just asking patrons for financial support—he demonstrates a commitment to philanthropic community-building, outreach, and longterm donor cultivation. With support from the university and community, he brought the Guitar Series back to life, and he has since brought internationally renowned artists to PSU to perform, including the legendary Assad Brothers and multiple winners of classical guitar’s most prestigious competition, Guitar Foundation of America. He is clearly growing a dedicated base of supporters and planning for the future. In year two of this program, Instructor Diaz has nearly doubled the amount of donations, raising $16,000 and establishing key relationships with a number of donors. In fact, current and past donors have already communicated their intent to increase their commitments next year, after which he plans to ask for several multi-year donations which will ensure that the series continues for many years to come. The Portland State University Foundation Philanthropic Cultivation Award is given annually to a faculty or staff member in recognition of their role as a partner in cultivating philanthropic support for a priority program within their unit.

9 PSU FOUNDATION PHILANTHROPIC LEADERSHIP AWARD Marisa A. Zapata, Ph.D. MARISA A. ZAPATA is an associate professor of land-use planning in the Toulan School of Urban Studies & Planning and director of Portland State University’s Homelessness Research & Action Collaborative (HRAC), an interdisciplinary research center dedicated to reducing and preventing homelessness with an emphasis on communities of color. As an educator, scholar, and planner, Professor Zapata is committed to achieving spatially-based social justice by preparing planners and policy makers to act in the face of uncertain and inequitable futures. She believes how we use land reflects our social and cultural values. She is especially concerned about equitable planning in highly diverse communities, and sees homelessness as a consequence of failing to put marginalized voices at the center of current planning and forecasts of the future. Professor Zapata received her doctorate. in Regional Planning from the University of Illinois Urbana-Champaign, her Master of Urban Planning from the University of Illinois Urbana-Champaign, and Bachelor of Arts in anthropology from Rice University. She was recently named one of Portland’s unelected leaders by Portland Mercury for her role in using research to help understand homelessness. Professor Zapata worked tirelessly to outline the need and promise of the HRAC to potential funders, from individual donors to foundations to government agencies. Her leadership, in concert with support from the PSU Foundation and senior PSU leadership, helped the center secure a $900,000 gift in late 2018. This gift has been used to elevate the work of the new center and transform how our community understands and engages with the issue of homelessness. The gift has been used to sponsor nearly a dozen graduate students to engage in research on homelessness they later presented to the public; to support a faculty grant program for multidisciplinary research across departments at PSU; and to fund the creation of the region’s first comprehensive, annualized count of homelessness and housing insecurity. The Portland State University Foundation Faculty Philanthropic Leadership Award is given annually to a faculty member in recognition of their role as a direct partner in obtaining a significant philanthropic gift.

10 ADJUNCT FACULTY EXCELLENCE AWARD FOR INSTRUCTION Khalil Zonoozy, ABD/Ph.D. KHALIL ZONOOZY is currently an adjunct assistant professor in the University Studies Department. Professor Zonoozy has been a faculty member at Portland State University since 1984. He has also taught as a faculty member in the Nohad Toulan School of Urban Studies and Planning and the School of Business Administration. He directed the PSU International Student and Faculty services for several years. Professor Zonoozy, often called Dr. Z by his students, earned his bachelor's degree in Engineering from Oregon State University; and his postgraduate degree in Sociology, master's in Urban Studies, and doctorate in Urban Studies from Portland State University. Khalil Zonoozy is a recipient of numerous distinguished academic and professional recognitions. He was honored by receiving the Leader of Diversity, Equity, and Inclusion Faculty Award for creative, inclusive, impactful teaching, curriculum design and facilitation, 2016-2017 at Portland Community College. He was also awarded the University Studies Capstone Excellence in Teaching Award for the 2018-19 academic year. He served on PSU President’s Academic Advisory Council during the 2018-19 academic year and has served on the PSU Faculty Senate as the Ex-Officio Member representing the adjunct faculty since fall 2018. He is a dedicated scholar, teacher, and researcher. His interest areas and teaching history include: Community Studies, Urban Design & Human Development, Cross-Cultural Communication, Leadership & Management; Sociology of Law, Social Justice and the Sociology of Religion. As it is apparent through his student evaluations and letters, Khalil has consistently received the enthusiastic support of his many students throughout his long history of teaching. He was honored as the first MSO-4000 Distinguished Multicultural Educator, December 1, 2007. Professor Zonoozy is the Founder and CEO of Global Connections International, and President of Global Academy for Education and Training, committed to the expansion of global education, understanding and partnership. He is also the Co-Founder and President of the Oregon Center for Spirituality & Health, a nonprofit educational organization advocating holistic approach to health, medicine, and well-being. OCSH conducts research, publishes and offers annual professional workshops The Adjunct Faculty Excellence Award for Instruction recognizes and honors the outstanding contributions of Portland State University adjunct faculty and their excellence as instructors.
