BRANFORD PRICE MILLAR AWARD FOR FACULTY EXCELLENCE CARLJ. ABBOTT In this last academic year alone, on capturing the near-bewildering Professor Carl Abbott's books, articles, and diversity of the American urban papers at professional meetings have won experience. As one commentator wrote four awards and garnered numerous about his work in 1993, The Metropolitan commendations. Frontier: Cities in the Modem American Professor Abbott has chosen to study West, Abbott shows how "...(h)interlands the American city at century's end, and he are networked into cities; suburbs and has done so-by examining cities as supersuburbs...networked into new diverse as Bellevue, Washington, and multicentered cities; western cities are Washington, D.C.-with a keen eye bent 6 networked into the larger American urban framework and [thus] into a global scheme." With both deep knowledge and a timely concern for the predicament of the city at the threshold of a new millennium, Carl Abbott has truly distinguished himself as an international authority, and we do well in honoring him.

GEORGE HOFFMANN AWARD FOR FACULTY EXCELLENCE It is a gauge of Professor Ulrich Hardt's importance to Portland State University that his nomination came, not from one department only, nor even from one school, but from dozens of personsfaculty, staff, and students alikethroughout the University. In supporting his nomination for the George Hoffmann Award for Faculty Excellence, his nominators cited Professor Hardt's breadth ULRICH H. HARDT of vision, his dedication to the common good of the school, and his years of service as Secretary to_the Faculty. Specific instances of his service were literally international in scope: some wrote to express the way he had become for them the very model of a teacher and their pattern in learning how to teach; other wrote to affirm Professor Hardt's wise 7 guidance as resident director of the Oregon State System's exchange program 111 Germany. Five past presidents of the University's Faculty Senate wrote jointly in description of his efforts in faculty governance. We are proud to award him this year's George Hoffmann Award for Faculty Excellence.

At the approach of the University's 50th anniversary, we are proud to award a Presidential Citation to Monroe Mark Sweetland, one of the founders of Portland State University. As a freshman member of the Oregon House of Representatives in 1953, Mr. Sweetland participated in the struggle to transform a temporary extension center into a permanent-four-year institution PRESIDENTIAL CITATION MONROE MARK SWEETLAND called Portland State College, a struggle that was finally won in 1955. As Chairman of the Senate Education Committee, he was instrumental in passing crucial legislation for the construction of library and classroom buildings. In 1959, he personally sponsored a joint Senate resolution to establish Portland State's School of Social Work. 8 The University could have had no finer guardian in its first critical years than Monroe Sweetland. A man of great dedication and energy, we thank him for his vision, and we honor him as a legislator, publisher, civil rights advocate, world traveler, and Portland State's foremost educational citizen.

John Eliot Allen, Professor Emeritus of Geology, has a true commitment to lifelong scholarship. After 20 years as a field geologist working throughout the United States, Dr. Allen returned to Oregon in 1956 to found the Geology Department at Portland State College. His classroom had no walls as he continuously challenged students to "see" the geology of Oregon in field trips. Stories of caravans of over 100 cars leaving campus for a geology trip were common. His lectures were already using the multimedia approach in the 1960s. Professor Allen was recogntzed nationally in 1972 for his outstanding and enthusiastic teaching when he received the Neil Miner Award from the National Association of Geology Teachers, an organization for which he also served as PRESIDENTIAL CITATION JOHN ELIOT ALLEN president. Professor Allen was always active in community outreach, especially with the Boy Scouts of America and the Geological Society of the Oregon Country, for which he also had served as president. He retired in 1974 as department head and began a third career of writings as an emeritus professor, and he has yet to slow down. His two books on the Columbia Gorge and the Bretz Floods have gone through two editions. He wrote over 200 weekly articles on Northwest geology for the Oregonian in a column titled "Time Travel." His vita lists more than 200 additional published articles and books. He hopes to publish two more books this year, one his autobiography and the other a book on geological sites of interest in the state of Oregon. 9 Although he retired from PSU 22 years ago, Professor Allen still comes to his small office 365 days a year. Few active faculty can say that. He has been supported in all of his work by his wife, Peggy, for over 62 years. His door is always open to students, faculty, and members of the public who want to learn more about Northwest geology. His enthusiasm for teaching, for geology, and for the teaching of geology is the foundation, at age 86, of his lifelong scholarship. Professor Allen's dedication to Portland State University and to the Portland community is steadfast and will be long remembered. The citation reads: "To John Eliot Allen in gratitude for outstanding service and dedication to the University."

PORTLAND STATE UNIVERSITY Thirty-nine years ago 72 students were graduated at Portland State's first spring Commencement. This year approximately 3,000 students will receive degrees, a reflection of the growing importance of the University as a center for teaching, research, and public service. The University was established in 1946 as the Vanport Extension Center to meet the educational needs of veterans returning from World War II. The growth of Portland State, in both size and stature, began in 1955. Years of effort by legislators Richard Neuberger and Robert Holmes culminated that year with the establishment of Portland State College, a four-year, degree-granting institution. Old Main-now Lincoln Hall-was the entire campus, and fewer than 3,000 students were enrolled. By 1961 Portland State had its first graduate program, and in 1968 doctoral programs were added to the programs of study. The next year the institution's name was changed to Portland State University. During these same years both the campus and enrollment were growing. Today PSU is a large urban university Portland State University's mission is to enhance the intellectual, social, cultural, and economic qualities of urban life by providing access throughout the life span to a quality liberal education for undergraduates and an appropriate array of professional and graduate programs especially relevant to the metropolitan area. The University will actively promote development of a network of educational institutions that will serve the community and will conduct research and community service to support a high-quality educational environment and reflect issues important to the metropolitan region. 11 covering 49 acres in the South Park Blocks, one of Portland's most beautiful and historic districts. More than 14,000 students are taught by more than 475 fulltime faculty members. In addition, 36,168 students were enrolled in credit courses during the 1993-94 academic year. The University offers 32 bachelor's and 38 master's degrees in the humanities, sciences, social sciences, and professions, as well as doctoral degrees in seven areas: education, electrical and computer engineering, environmental sciences and resources, public administration and policy, social work and social research, systems science, and urban studies and planning. The University's major academic units are the College of Liberal Arts and Sciences; Schools of Business Administration, Education, Engineering and Applied Science, Extended Studies, Fine and Performing Arts, and Urban and Public Affairs; Graduate School of Social Work; and the Library, which holds more than 950,000 volumes and 10,000 serial subscriptions.

One of the most colorful features of the academic procession is the appearance of graduates, faculty, members of the Oregon State System of Higher Education, and guests of the University in full academic costume. The design of the gown, the color of the tassel on the cap, and the pattern, length, and colors of the hood all have long histories and special significance. American universities, unlike those of England and Europe, have adopted a standard code of academic costume. According to the code, the bachelor's gown worn by Portland State University graduating seniors has straight sleeves and is worn closed. Gold and silver cords are worn by honors graduates. The master's gown has long, pointed sleeves with the forearm being seen through a slit at the elbow of the sleeves. The doctor's gown is faced with velvet and has bell-shaped sleeves. Each sleeve carries three bars of velvet. The tassel on the cap indicates by color the college or school conferring the degree. In addition to the cap and gown, candidates for advanced degrees wear the In 1990, at the request of President Judith Ramaley, the official seal of Portland State University was redesigned. The seal appears on the cover of this program. The front of the circular seal bears the name of the University and a banner stating the motto Doctrina Urbi Serviat (Let Knowledge Serve the City). Behind the banner appears the pattern of a rose taken from medieval imagery, signifying ACADEMIC COSTUME Bachelor and Tassel Master Degrees Hood Color Liberal Arts and Sciences Arts White Sciences Gold Business Administration Nugget Education Light Blue Engineering Orange Fine and Performing Arts Brown Music Social Work Urban and Public Affairs Public Health Doctoral Degrees Doctor of Philosophy Doctor of Education Pink Citron Peacock Blue Salmon Pink Tassel, Hood Color Dark Blue Hood Gold Tassel Light Blue Hood Gold Tassel academic hood, the traditional garment signifying high scholarly attainment.The doctoral hood carries the colors of the college or university conferring the degree on the outside and PSU's colors of green and white on the inside. One legend, which deals with the origin of the cap and gown, reveals that a venerable teacher in ancient Greece promised wealthy parents that their sons would be "appropriately dressed" when presented at a banquet honoring the completion of their academic studies. However, when the young men entered the banquet hall dressed in simple sackcloth robes and carrying mortar boards, the mark of common workmen, a startled cry arose from the audience. "Let me explain," said the teacher as he raised his hands for silence. "Your sons are dressed in clothing of the mason, for their destiny is to build. Some will build cities, some will build lives-perhaps one of them may even build an empire. But all will be builders on the solid foundation of knowledge." THE UNIVERSITY SEAL Portland State University's unique association with the Rose City. Under the direction of President Ramaley, the seal was designed by Professor Robert Kasal in collaboration with Professor Linda Parshall, who originated the rose concept, and Professors Rod Oiman and John Cooper, who contributed the Latin motto. The name of the University appears in a type style designed specifically for the 12 University by calligrapher Elizabeth Anderson. President Ramaley said of the design: "The image captures our vision of the relationship between Portland State University and the community that surrounds and inspires us. A window lets in the light, and the rose-symbol of unity and hope-reflects our future, illuminated by wisdom and understanding."
