These funds have been used to maintain repressive military governments in El Salvador and Guatemala, to build an armed state in Honduras, and to finance the subversion of the new government of Nicaragua . Since 1980, over 35,000 Central Americans have been killed, 1 mostly as victims of government security forces and right-wing death squads in El Salvador and Guatemala, and more than one million have been tortured, become refugees or have disappeared in these two countries. Poverty, infant mortality and malnutrition are serious conditions in Central America and have steadily worsened as large infusions of U. S . military aid have been deployed in the region. The President currently proposes to: Send an additional $634 million in 1984 and $1.26 billion in 1985. 2 Continue to funnel millions more U. S . tax dollars through the CIA 1.nto its ' 'secret war'' against Nicaragua. Transform Honduras into a permanent U. S . military installation, with the capacity to launch invasions into neighboring Guatemala, El Salvador or Nicaragua. Now, as thousands of new U.
